Executive Director

Ricardo is a lawyer and public policy professional with more than two decades of experience. He earned a Law degree from UNAM, holds a MPhil from the University of Glasgow (UK), and completed a Diploma in Disaster Management at Cranfield University (UK). He served for over 20 years in public administration at the local and federal levels, working across both the Federal Executive and Legislative branches. He was part of Mexico’s negotiating team for the Government Procurement chapter of the USMCA, as well as other international instruments.

Among his assignments, Ricardo was a member of the Steering Committee for Hannover Messe 2018 and served as Mexico’s lead for the WEF’s “Shaping the Future of Production” initiative. He also led the design, implementation, and promotion of agreements signed by Mexico with institutions such as the Fraunhofer Institute and Germany’s Federal Ministry for Economic Affairs and Energy, and with companies including Alibaba, Siemens, and GE—initiatives focused on Industry 4.0 and global value-chain integration.

In the private sector, he has held roles in the automotive and pharmaceutical industries and worked as a legislative and regulatory consultant. Currently serves as Executive Director of the National Association of Pharmaceutical Manufacturers (ANAFAM).
