He is a sanitarist and epidemiologist, with national and international experience in topics related to public health, epidemiology applied to health services, health surveillance, prevention and control of diseases and diseases, health systems management and health regulation. He graduated in Medicine from the Federal University of Pernambuco (1981). He has specialized in Public Health (1983) and in Epidemiology (1988) by the National School of Public Health – ENSP / Fiocruz;and a Master’s degree in Medical Sciences (1995) and a PhD in Collective Health from the State University of Campinas (2004) – Unicamp. He held several management positions in the Unified Health System (SUS), and was Secretary of Health of Olinda-PE (1993-1994); secretary of Health of Pernambuco (1995-1996); director of the National Center for Epidemiology – Cenepi / Funasa / MS (1997-2003); Secretary of Health Surveillance (2003-2006) and Executive Secretary (2006) of the Ministry of Health. He held the post of Health Surveillance, Prevention and Control Manager of the Pan American Health Organization – PAHO / WHO (2007- 2010). He returned to the post of Secretary of Health Surveillance of the Ministry of Health from January 2011 until January 2015. He was Secretary of Science, Technology and Strategic Inputs of the Ministry of Health from January to July 2015. In July of 2015, he assumed the position of Anvisa’s CEO. It has participated in various working groups and meetings within WHO and other international bodies.Recently, the ICMRA Executive Committee, the international coalition of drug regulators, has been appointed. He was also a member of the scientific advisory group for Blueprint R & D. He was a Brazilian representative on the PAHO / AMRO Executive Committee from May 2013 to December 2016 and chair of the same Committee from September 2013 to September 2014. He is a member of several official Brazilian delegations to WHO and PAHO. He is the author and co-author of articles, book chapters and books in the areas of Public Health, Epidemiology and Public Health Management. He has consistently lectured, lectured and participated in round tables on these themes at national and international events.
